Execution bandwidth on the Trevanthe Exit Readiness Monitor is at 62 across six of eight functions, with strategic priority alignment at 51 behind it. Two workstreams currently gate the exit: validation of the second cleanroom, and closure of quality-system findings from the last audit. Both run through Quality and Engineering.

What Signal knows with confidence: the bandwidth constraint is real and reported across most of the business, and a priority-alignment theme is rising alongside it. When those two move together, participants are usually describing more committed work than sequenced capacity.

What Signal does not know: which workstream is being deprioritised. Signal sees that people cannot do both; it cannot see which one is slipping, and the two have very different consequences. Validation gates the capacity story buyers are underwriting. Audit closure gates whether the quality system survives diligence at all.

The materiality is that a regulatory affairs leader was recruited nine months ago into exactly this intersection. That is not a criticism — nine months is early for a function this technical — but it does mean the person best placed to arbitrate between the two workstreams is also the newest to the business.

Bearing is issuing this without a recommended sequence, because sequencing these two is a judgement about buyer priorities that belongs to the board, not to a telemetry read.
